public profile despite regular and sincere encouragement o share
my thoughts and ideas through mediums such as thi. This was done

Center, at last we scored a victory against prison profiteering and

down without a fight: 2 week before the rate cap was set to take
effcct, capicalist giants Global Tel*Link and Securus and their pig
brechren in the DOCs and Sheriff Associations sued the FCC, and
the DC Court of Appeals issued a temporary hold preventing the
ruling from taking cfect uncil they make a fina decision.

skeptical of any supposed prison reforms in the works. 1¢s too

New prisons like the new $400 million dollar USP
planned in Letcher County, Kentucky in the old-growth forests of
Lily Cornere Woods. The southeast Appalachian mountin region
is alteady home to several federal prisons like Big Sandy, McCreary,
Ashland, Manchester, and Lexington, prisons sold o communities
in the diminishing coal industry with promises of jobs, revenue,
and other lie. Lieslike the Environmental Impact Statement (EIS),
produced by the same dirty PR firm Cardno who signed off on the
Keystone XL pipeline, saying that there would be no significanc
health o environmental concerns building this prison just a few
miles away from active mountaintop removal sites and coal shurry
ponds. Plans are being made for a DC convergence to fight this
prison on June 1113 in solidarity with long-term anarchisc
P o the new fedel “Adminsetive USP" i Thomson,
linois. Though Florence ADX and Lewisburg SMU is operating
under capacity as compared to the rest of the BOR, they propose
“easing overcrowding” by opening another supermax longterm
solicary confinement, a practice widely condemned by the UN
and most developed countries (but received glowing reviews in
the recent “independent” BOP SHU audic by defense contractor
CNA Analysis & Solutions). The sie is aso being considered for
hosting dozens of prisoners from Guantanamo Bay, many of whom
have never faced any charges attrial, who have already been cleared
for release, who have alteady endured a decade of waterboarding
and “recal infusing,” now they want 1o put them in supermas so
they can experience the American tradition of torture-through-
soliary-confinement. Obama has postured against soltry; recendly
capitulating to public pressure by severely reducing the barbaric
practice against juveniles, but there has been no observable changes
in SHU conditions actoss the BOP — we sillpacing the cll in dirty
orange jumpsuics, pecling the pain of walls, taking showers in the
sink, routing on some dead time.

Conditions are ofien worse at the necwork of private
immigeation prisons the BOP contracts out 1o corporations like
GEO, CCA, and MTC, who are not bound by the same BOP
Program Statements, nor are they subject o Freedom of Information
Act requests. As reported in a scathing investigative article in The
Nation,this has resuled in dozens ofpreventable deaths and suicides
of people who the BOP not only believes should be imprisoned for
bogus “crimes” like “lleal reentry,”but that their livs are not even
worth saving through the same level of healthcare and mental health
Services afforded to the rest of the federal prison populacion.

Democrats like Hillary Clinton and Bernie Sanders have
eriticized private prisons, even proposing bill to ban the practice,
but these are not likely to pass — the corporations who profic from
mass incarceration have well-funded lawyers, PR firms, and even
congressmen in their pockets who regularly lobby against prison
reform (lke this ecent FCC phone race cap ruling). For all Hilary’
recent change of heart regarding criminal justce reform, she is the
same pro-war, pro-death penalty Clinton who in the 90s supported
the expansion of the police state through billion dollar anti-crime

bills, miliariing local police departments, the 100-t0-1 cracks
cocaine sentencing disparicis, and the Prison Litigation Reform
Act — never mind NAFTA and the gutting of welfare and social id
programs, creating the conditions that leave many people with no.
choice but criminaliy to survive.

be aggressively and mercilessly targeted. The Fraternal Order of
Police, BOP Regional Offices, UNICOR stockholders, warder

accept it, but in how we respond to it. But we need to understand
that solitay is, and always has been, a weapon

Most people do not see solitary and these prisons buile
enirely for population 1 be held in solitary such as the SHU,
SMU, etc. as weapons, but they are. In my Oxford Dictionary, it
defines a weapon as: “A thing designed or used 10 cause physical
harm o damage” This is exactly what these failtis are created
for, o physically harm our minds and to do as much damage 1o
our resistance as possible. The state certainly knew what keeping
someone in a windowless cell for years or decades would do w0 a
person because they st their media in an uproar when a U.S. soldier
is ever held in soliary anywhere in the world. They know that this
form of weatment s an assault on everything that it means to be

WHY THE STATE USES WEAPONS ON THE PEOPLE

weapon such as soitary on the people in ts prisons. Those who are
confused are only confused because they do not know their place in
this society. The colonized mentality would have someone believe

WHO IS SOLITARY BEING USED ON?

In California where some have said the highest rates of
imprisonment exist, where the state has no less than five entire
prisons devoted to solitary confinement, these architccrural weapons
are being used on the Chican@ people by overwhelming numbers
(approsimately 80% of solitary population) and yet there s livde to
o mention of this, not just in the bourgeois media, but even the
Lefiving media has been pretey much silent on this

When 1 first began writing about this phenomenon (see

ANOTHER RESPONSE IN THE ONGOING DEBATE ON

WHAT CONSTITUTES REFORMIST TACTIC

topic, expecting the debate over reformism versus revolutionary
action to have run its course. But from the lively debate in the lasc
issue, 1 think would be remiss not 1o address the topic one more
time, in lght of all the responses

As T have used the terms, “revolutionary action” secks to
topple the existing system rather than change the way it operates
“Reformist action” on the other hand does not seek to topple the
system but s geared 10 modifying or “reforming” the way the
existing pover operates.

bit. Michael Kimble has presented a scenario where work stoppages
could be used for a revolutionary outcome — that i, that rebels
who seck no compromise with the power structure could employ
a work stoppage, not with the goal of making demands or gaining
concessions, but with the goal of never going back to work, with
the goal of shutting down the system all together. Such a scenario
i clearly revolutionary. But, having said that, every work stoppage
i history has devolved into reformism. This is due to the fact that
not every single rebel i deadt-set to bring the system down, and will
instead rewumn to work for the promise of concessions, for a handful
of rewards.

practical reasons, it would probably make sense not to begin any
rebellion by proposing a suatewide work stoppage, one designed to

is a reformist approach in itself. | would gladly trade a million

reformists and gets more folks intellectually oriented into running
on that same hamster wheel, increasing the number of people who
